Checking a clinic in Turkey: Every private hospital and clinic in Turkey is licensed by the Ministry of Health, and facilities that treat foreign patients also need the Ministry's health-tourism authorization certificate. JCI accreditation is voluntary: ask for the certificate and check the hospital in the JCI directory.
Entry. U.S. passport holders travel to Turkey without a visa for tourism or short business, for up to 90 days within any 180-day period. Official source
Flights. Turkish Airlines flies nonstop to Istanbul from New York, Newark, Boston, Washington, Atlanta, Miami, Chicago, Dallas, Houston, Seattle, San Francisco and Los Angeles. East-coast flights run about 10 hours, west-coast about 13. Istanbul is 7 hours ahead of New York in summer and 8 hours in winter, because Turkey stays on UTC+3 all year.

Medical risk depends on the clinic and the procedure; the CDC advises checking the facility's credentials and arranging follow-up care in the U.S. before you travel.
Usually not for planned treatment abroad, and Original Medicare generally does not pay for care outside the United States. Ask your insurer in writing before you book, and buy travel health insurance that covers complications and medical evacuation, as the CDC recommends.
